The official rule depends on the location, property and work. These steps narrow the question so you can get a useful answer from the right office.

Confirm city, not county

First check the parcel address and jurisdiction. “Roanoke” can mean Roanoke City or Roanoke County, which are separate authorities. The city guidance below is not a county permit determination.

Check the street strip and city trees

The City’s Urban Forestry team maintains city trees and takes reports of tree concerns at (540) 853-2000. A tree between sidewalk and street may be on city property. Confirm ownership and the city process before asking a private contractor to remove it.

Look for protected open space

Some parcels carry conservation-area agreements. One city-published agreement bars removal of living trees or mature shrubs without prior written consent, with specific hazard and emergency provisions. Check whether such an agreement actually covers your parcel before applying its rules.

Ask about land disturbance

The city says its land-disturbance process generally applies when a project disturbs 2,500 square feet or more, unless exempt. A simple tree cut is not the same as grading or clearing land for development. Describe the whole project to city staff.

A common question

Does a private-yard tree always need a permit?

These city sources do not establish a blanket rule for every private-yard tree. They do identify special cases: city-owned trees, protected open space and land-disturbance projects. Ask the city about your exact parcel and scope rather than relying on a broad internet claim.
